NoFlutter Sailor Pluto by Equus Cosplay

The underskirt is made from three layers.

One, the petticoat. Three layers of stiff tulle with a satin lining.

Two, heavy bottom-weight fabric with five layers of hand sewn lace.

Three, the black over-skirt with burgundy details (lace too.)

All layers are sewn together to help prevent me from having deal with a ton of pieces to put on.
