I started with a McCall's blouse pattern, but cut it at the waist for the blouse underneath. It's made of the stretch sateen from JoAnns. The puff sleeves are my own custom pattern I use for everything with elastic at the arms. I also heavily tweaked that same pattern for the vest, made from a navy suiting. The vest has little tabs and legit welt pockets made from the same blue confetti dots as the skirts. We found cute gold shank buttons with a military-esque design on them, and made gold piping to trim the front panel. (ugh I have to redo that...don't like how it came out!)
The skirt is made from 2 circle skirts 2x my waist and gathered at the top with an elastic waistband. They are confetti dot on the outer layer and Casa satin on the underside, fully lined. Kat sewed EL wire into the bottom and battery pack hangs off a belt and sits on the side under the sash. The green sash is just a blinged out tulle cut into two squares like a handkerchief.
The cuffs and collar are trimmed with a soft orange confetti dot. I couldn't find gold heart buttons I liked to save my life, so I got some inexpensive red ones on Etsy and painted them gold. Legwarmers are pretty self explanatory and I painted some Keds I already had with So Soft fabric paint. I also made the bow from some leftover stretch satin and added rhinestones for more bling!
The wig is the Nagisa wig from Moemall. I just cut trimmed it and added some volume to it. It's really nice and full!
