I had the bodice from my original Black Canary cosplay, so I just added the blue lines using bias tape. I made the jacket from suit fabric using a cropped, notched collar pattern from Burda. I added a button to my previous choker. I bought grey tights and added the black lines using fabric marker. I bought the boots online and modified them with leather paint and craft foam. Gloves were made out of 4 way stretch spandex.
