I've wanted to do this for over a year, so I'm super pleased I finally managed to make it! I have a few things I plan to go back and fix, but it was a lot of fun to wear!!
The majority of the costume is cotton sateen; the majority of it came this color, but the wine-toned fabric was dyed from white. I'd like to revisit those bits and darken them, since I had a lot of trouble getting a deep color with the dye I chose, even with black mixed in. Hopefuly I can fix this in the future!
The hat top is interfaced with canvas and the bow features an eye cast in resin. I sculpted it with plasticine clay, casted the mold with oomoo 30, then cast that in clear resin. I had some issues with bubbles, so I may recast it in the future. The eyes were attached to the hat with iron-on interfacing; I may revisit these and satin-stitch them on for cleaner edges. The brim of the hat is kept up with a loop of wire; it folds up for easy transport, but stays extended when worn, which is quite convinient!

The pattern for the top was hand-drafted and was fairly simple, as was the overskirt. All the bias tape on the top and the overskirt was made by hand. The skirt is also hemmed with horsehair braid to give it more even, fluid ruffles like those in the concept art. The underskirt is attached to the overskirt and features a variety of scallops. I may revisit this and embroider on all of the anchors.
The gloves were sewn from spandex.
The thigh highs were sewn from spandex then sewn to a pair of pantyhose to keep both the spikes and the thigh highs themselves up.
The shoes were thrifted.
