I bought the skirt and bow material via SpoonFlower.com thanks to the wonderful SparklePipsi for creating and allowing others to purchase. She even includes a tutorial on how to make the skirt, which is super easy!
For the lining I used a soft white shirting material and added some cotton lace to the hem.
I found the jacket on a school uniform site called FrenchToast.com and I luckily fit into their largest child/teen size since they don't make their clothing in adult sizes @-@
