In terms of construction this cosplay is incredibly simple. The dress as well as the scarf are both made of a stretch knit and completely surged.

The webcomic Ava's Demon is one close to my heart, it's absolutely brilliant and I new I had to cosplay from it. Ava is such a comfy cosplay to wear!
